Quran Text of Verse 84-89
وَ یَوْمَAnd the DayنَبْعَثُWe will resurrectمِنْfromكُلِّeveryاُمَّةٍnationشَهِیْدًاa witnessثُمَّthenلَاnotیُؤْذَنُwill be permittedلِلَّذِیْنَto those whoكَفَرُوْاdisbelievedوَ لَاand notهُمْtheyیُسْتَعْتَبُوْنَ will be asked to make amends وَ اِذَاAnd whenرَاَ(will) seeالَّذِیْنَthose whoظَلَمُواwrongedالْعَذَابَthe punishmentفَلَاthen notیُخَفَّفُit will be lightenedعَنْهُمْfor themوَ لَاand notهُمْtheyیُنْظَرُوْنَ will be given respite وَ اِذَاAnd whenرَاَ(will) seeالَّذِیْنَthose whoاَشْرَكُوْاassociated partners with Allahشُرَكَآءَهُمْtheir partnersقَالُوْاThey will sayرَبَّنَاOur Lordهٰۤؤُلَآءِtheseشُرَكَآؤُنَا(are) our partnersالَّذِیْنَthose whomكُنَّاwe used toنَدْعُوْاinvokeمِنْbesides Youدُوْنِكَ ۚbesides YouفَاَلْقَوْاBut they (will) throw backاِلَیْهِمُat themالْقَوْلَ(their) wordاِنَّكُمْIndeed, youلَكٰذِبُوْنَۚ(are) surely liars وَ اَلْقَوْاAnd they (will) offerاِلَیtoاللّٰهِAllahیَوْمَىِٕذِ(on) that Dayلسَّلَمَthe submissionوَ ضَلَّand (is) lostعَنْهُمْfrom themمَّاwhatكَانُوْاthey used (to)یَفْتَرُوْنَ invent 16. An-Nahl Page 277اَلَّذِیْنَAnd those whoكَفَرُوْاdisbelievedوَ صَدُّوْاand hinderedعَنْfromسَبِیْلِ(the) wayاللّٰهِ(of) AllahزِدْنٰهُمْWe will increase themعَذَابًا(in) punishmentفَوْقَoverالْعَذَابِpunishmentبِمَاbecauseكَانُوْاthey used (to)یُفْسِدُوْنَ spread corruption وَ یَوْمَAnd the DayنَبْعَثُWe will resurrectفِیْamongكُلِّeveryاُمَّةٍnationشَهِیْدًاa witnessعَلَیْهِمْover themمِّنْfromاَنْفُسِهِمْthemselvesوَجِئْنَاAnd We (will) bringبِكَyouشَهِیْدًا(as) a witnessعَلٰیoverهٰۤؤُلَآءِ ؕtheseوَ نَزَّلْنَاAnd We sent downعَلَیْكَto youالْكِتٰبَthe Bookتِبْیَانًا(as) a clarificationلِّكُلِّof everyشَیْءٍthingوَّ هُدًیand a guidanceوَّ رَحْمَةًand mercyوَّ بُشْرٰیand glad tidingsلِلْمُسْلِمِیْنَ۠for the Muslims
Translation of Verse 84-89

(16:84) (Remember) the Day on which We shall raise up a witness from every people, then the disbelievers will not be allowed (to make excuses), nor shall they be asked to repent

(16:85) And when the unjust will see the punishment, it will not be lightened for them, nor will they be given respite

(16:86) When the Mushriks (i.e. those who ascribe partners to Allah) will see those whom they made partners with Allah, they will say: “Our Lord, these are the partners we made whom we called in worship besides you.” Then, they (the partners) will turn to them saying: “You are indeed liars.”

(16:87) On that day they will tender submission to Allah, and all that they used to fabricate will have vanished from them

(16:88) For those who disbelieve and put obstructions in the way of Allah, We shall add up punishment after punishment for the mischief they used to make

(16:89) And (think of) the day We shall send to every people a witness from among them (to testify) against them, and We shall bring you (O prophet) as witness against these. And We have revealed to you the Book, an exposition of everything, and guidance, and mercy, and glad tidings for the Muslims

Commentary

In verse 89, by saying: وَنَزَّلْنَا عَلَيْكَ الْكِتَابَ تِبْيَانًا لِّكُلِّ شَيْءٍ the Qur'an has been credited as the exposition of everything. It means everything about the religion because the objective of Divine revelation and Prophetic mission concerns with these very things. Therefore, the very effort to cull out answers to problems pertaining to economic sciences from the Qur' an is an exercise in error. However, the appearance of some implied hint some-where there shall not be deemed contrary to this. Now remains the question that the Qur' an does not carry answers to all problems of the religion itself, how then, would it be correct to say that it is an exposition of everything'?

The answer is that the Qur' an, does carry the basic principles concerning all problems, and it is in their light that the Ahadith of the Rasul of Allah clarify these problems. Then, there are some details which are delegated to the principles of Ijma` (consensus) and Al-Qiyas (analogical deduction following the norms set by the Shari` ah of Islam). This tells us that the religious rulings deduced from the Ahadith of the Holy Prophet صلى الله عليه وسلم ، and from Ijma` and Qiyas are also, in a way, as stated by the Qur' an itself.
