وَ یَوْمَ And the Day نَبْعَثُ We will resurrect مِنْ from كُلِّ every اُمَّةٍ nation شَهِیْدًا a witness ثُمَّ then لَا not یُؤْذَنُ will be permitted لِلَّذِیْنَ to those who كَفَرُوْا disbelieved وَ لَا and not هُمْ they یُسْتَعْتَبُوْنَ will be asked to make amends وَ اِذَا And when رَاَ (will) see الَّذِیْنَ those who ظَلَمُوا wronged الْعَذَابَ the punishment فَلَا then not یُخَفَّفُ it will be lightened عَنْهُمْ for them وَ لَا and not هُمْ they یُنْظَرُوْنَ will be given respite وَ اِذَا And when رَاَ (will) see الَّذِیْنَ those who اَشْرَكُوْا associated partners with Allah شُرَكَآءَهُمْ their partners قَالُوْا They will say رَبَّنَا Our Lord هٰۤؤُلَآءِ these شُرَكَآؤُنَا (are) our partners الَّذِیْنَ those whom كُنَّا we used to نَدْعُوْا invoke مِنْ besides You دُوْنِكَ ۚ besides You فَاَلْقَوْا But they (will) throw back اِلَیْهِمُ at them الْقَوْلَ (their) word اِنَّكُمْ Indeed, you لَكٰذِبُوْنَۚ (are) surely liars وَ اَلْقَوْا And they (will) offer اِلَی to اللّٰهِ Allah یَوْمَىِٕذِ (on) that Day لسَّلَمَ the submission وَ ضَلَّ and (is) lost عَنْهُمْ from them مَّا what كَانُوْا they used (to) یَفْتَرُوْنَ invent 16. An-Nahl Page 277 اَلَّذِیْنَ And those who كَفَرُوْا disbelieved وَ صَدُّوْا and hindered عَنْ from سَبِیْلِ (the) way اللّٰهِ (of) Allah زِدْنٰهُمْ We will increase them عَذَابًا (in) punishment فَوْقَ over الْعَذَابِ punishment بِمَا because كَانُوْا they used (to) یُفْسِدُوْنَ spread corruption وَ یَوْمَ And the Day نَبْعَثُ We will resurrect فِیْ among كُلِّ every اُمَّةٍ nation شَهِیْدًا a witness عَلَیْهِمْ over them مِّنْ from اَنْفُسِهِمْ themselves وَجِئْنَا And We (will) bring بِكَ you شَهِیْدًا (as) a witness عَلٰی over هٰۤؤُلَآءِ ؕ these وَ نَزَّلْنَا And We sent down عَلَیْكَ to you الْكِتٰبَ the Book تِبْیَانًا (as) a clarification لِّكُلِّ of every شَیْءٍ thing وَّ هُدًی and a guidance وَّ رَحْمَةً and mercy وَّ بُشْرٰی and glad tidings لِلْمُسْلِمِیْنَ۠ for the Muslims
(16:84) (Remember) the Day on which We shall raise up a witness from every people, then the disbelievers will not be allowed (to make excuses), nor shall they be asked to repent
(16:85) And when the unjust will see the punishment, it will not be lightened for them, nor will they be given respite
(16:86) When the Mushriks (i.e. those who ascribe partners to Allah) will see those whom they made partners with Allah, they will say: “Our Lord, these are the partners we made whom we called in worship besides you.” Then, they (the partners) will turn to them saying: “You are indeed liars.”
(16:87) On that day they will tender submission to Allah, and all that they used to fabricate will have vanished from them
(16:88) For those who disbelieve and put obstructions in the way of Allah, We shall add up punishment after punishment for the mischief they used to make
(16:89) And (think of) the day We shall send to every people a witness from among them (to testify) against them, and We shall bring you (O prophet) as witness against these. And We have revealed to you the Book, an exposition of everything, and guidance, and mercy, and glad tidings for the Muslims
In verse 89, by saying: وَنَزَّلْنَا عَلَيْكَ الْكِتَابَ تِبْيَانًا لِّكُلِّ شَيْءٍ the Qur'an has been credited as the exposition of everything. It means everything about the religion because the objective of Divine revelation and Prophetic mission concerns with these very things. Therefore, the very effort to cull out answers to problems pertaining to economic sciences from the Qur' an is an exercise in error. However, the appearance of some implied hint some-where there shall not be deemed contrary to this. Now remains the question that the Qur' an does not carry answers to all problems of the religion itself, how then, would it be correct to say that it is an exposition of everything'?
The answer is that the Qur' an, does carry the basic principles concerning all problems, and it is in their light that the Ahadith of the Rasul of Allah clarify these problems. Then, there are some details which are delegated to the principles of Ijma` (consensus) and Al-Qiyas (analogical deduction following the norms set by the Shari` ah of Islam). This tells us that the religious rulings deduced from the Ahadith of the Holy Prophet صلى الله عليه وسلم ، and from Ijma` and Qiyas are also, in a way, as stated by the Qur' an itself.
